The amendment to the energy performance certificate regulations has brought electric heating back into the picture

Miroslav PETR

The amendment to the decree on the energy performance of buildings, which comes into force on 1 September 2024, has fundamentally changed the rules for assessing new buildings. A key change was the reduction in the primary energy factor for electricity from non-renewable sources from 2.6 to 2.1, which improves the position of electric heating in the calculation of the energy performance certificate. Another major change was the option to count up to 100 per cent of self-generated electricity from photovoltaic systems, whereas previously only a limited portion could be claimed.

In practice, this means that a combination of electric radiant heating and rooftop photovoltaic systems can now easily meet the strict requirements of the Energy Performance Certificate (PENB), even for modern detached houses. According to experts, for low-energy buildings with low heat loss, it often does not make economic sense to invest in complex and expensive technologies such as heat pumps, as the differences in running costs are not usually significant. The amendment therefore paves the way for simpler, less costly solutions based on electric heating, photovoltaics and, where appropriate, battery storage.
